The Navy has contracted with Central Texas College (CTC) to
administer NCPACE, by both classroom instructor delivery and
distance learning, technology delivery. Classroom delivery
courses are provided by CTC at the lower level and Columbia
College at the upper level.
Technology delivered courses are
offered by a consortium of ten distance learning institutions,
with Coastline Community College (CCC) acting as the academic
integrator of the consortium through a sub-contract with the prime
contractor CTC. Technology delivered courses include associate level,
bachelor's level and graduate level options, with degree opportunities
available at all three levels. Delivery methods include CD-ROM and

All undergraduate courses are from institutions with Servicemembers
Opportunity Colleges - Navy (SOCNAV) affiliation ensuring Sailors
the opportunity to transfer credits and complete degrees more
readily. All tuition costs are covered by the Navy while the
Sailor pays for textbooks and other course materials.
The Naval Education and Training Professional Development Technology Center
(NETPDTC), located in Pensacola, Florida, is responsible for the
implementation of the NCPACE program.
